Ryan E. Stager

RYAN E. STAGER joined the law firm of O’Laughlin & Paris in 2018.  Mr. Stager’s practice has focused on assisting public and private clients with water and environmental issues, including water quality issues, water right disputes, groundwater, and compliance with environmental laws such as CEQA and SGMA.  Mr. Stager is also involved with advising clients on Proposition 218 compliance, navigating the LAFCO application process and the firm’s ligation and appellate practice.

Mr. Stager graduated with honors from the University of California Davis, where he earned a Bachelor of Arts in Political Science and a minor in History.  He obtained his Juris Doctor from the University of California Davis, where he graduated Order of the Coif in 2017.  During law school, Mr. Stager earned Witkin Awards for Academic Excellence in Business Associations, State and Local Government Law, Federal Income Taxation, Mergers and Acquisitions, and California Environmental Issues. Outside of the classroom, Mr. Stager competed on behalf of his school’s negotiations team and worked as a legal research and writing and study skills tutor.

During the summer of 2015, Mr. Stager worked as a summer law clerk with O’Laughlin & Paris and co-authored a report for the California Water Foundation titled, Know Your Options: A Guide to Forming Groundwater Sustainability Agencies.  Prior to joining O’Laughlin & Paris, Mr. Stager worked at a large international law firm, where his practice primarily focused on civil litigation.  Mr. Stager is a member of the California State Bar and the Sacramento County Bar Association.
